CE marking (Conformité Européenne) is the mandatory technical declaration required for products sold within the European Economic Area. It is not a quality certification - it is a manufacturer’s declaration of conformity with EU health, safety and environmental requirements. Think of it as a technical passport: without it, your product cannot legally enter the EU market.
1. What CE Marking Means
The European Council introduced CE marking in 1985 to eliminate technical trade barriers within the EU. The mark harmonizes standards across member states so that test results and certifications are mutually recognized.
CE is not: a quality seal, a country-of-origin mark, or a third-party approval. The manufacturer self-declares compliance.
CE is: a legal requirement for products in regulated categories (machinery, PPE, electrical equipment, medical devices, pressure vessels, and more) before they can be placed on the EU/EEA market.

3. The CE Marking Process
Step 1 - Identify applicable directives. A pallet wrapper may fall under the Machinery Directive and the Low Voltage Directive simultaneously. Every applicable directive must be satisfied.
Step 2 - Conduct conformity assessment. For most products, the manufacturer carries out an internal conformity assessment against harmonized EN standards. High-risk categories require a Notified Body (independent third party).
Step 3 - Compile the Technical File. Document design, risk assessment, test results, and applied standards. This file must be retained for at least 10 years and made available to authorities on request.
Step 4 - Issue the EU Declaration of Conformity (DoC). Signed by the manufacturer or their EU representative, listing all applicable directives.
Step 5 - Affix the CE mark. Minimum height 5 mm, must be visible, legible and indelible.
4. CE Marking and ICD Vietnam Products

5. Frequently Asked Questions About CE Marking
Is CE marking the same as ISO certification?
No. ISO certification (e.g. ISO 9001) relates to a company’s quality management system. CE marking relates to a specific product’s compliance with EU directives. A company can have ISO 9001 without any CE-marked products, and vice versa.
Do I need CE marking to sell to Vietnam or other Asian markets?
No. CE marking is specifically for EU/EEA market access. Vietnam uses Vietnamese Standards (TCVN) and does not require CE marking for domestic sales. However, having CE-certified products is a strong signal of product quality for sophisticated B2B buyers anywhere.
What happens if a CE-marked product doesn’t actually comply?
EU market surveillance authorities can order products off the market, impose fines, and require recalls. CE marking falsely applied is a criminal offence in most EU member states.
Who can help with CE marking for products exported from Vietnam to the EU?
Accredited testing laboratories and Notified Bodies in Vietnam can assist with conformity assessment. The manufacturer or an EU-based authorized representative must sign the DoC.
