Every wooden pallet entering Germany, France or the Netherlands must carry an EPAL or EUR stamp on its block to be accepted. That stamp is not a formality - it certifies load capacity, durability and phytosanitary compliance. The European Pallet Association (EPAL) administers a continent-wide quality scheme built on one non-negotiable principle: every certified pallet is interchangeable with every other certified pallet of the same type. A pallet loaded in Warsaw can be exchanged for an equivalent one in Lyon because both carry the same EPAL mark, meet the same load rating and were assembled to the same construction drawing.
This interchangeability enables pallet pooling - a system where shippers deliver goods on certified pallets and collect equivalent pallets from a partner depot elsewhere, cutting both operating cost and industrial waste. It works only because the mark is backed by licensed inspectors and periodic audits, not just a self-declaration.

Although the EPAL family covers several formats, four size codes handle the vast majority of European logistics flows. Each suits a distinct application.

EUR 1 - 1200 x 800 mm
EUR 1 is the most widely used pallet in Europe. Its 800 mm width is engineered to fit a standard 2.4 m truck interior in multiples of three across or two lengthwise, leaving no floor gap and maximising cubic capacity. The 1,500 kg dynamic and 4,000 kg static load ratings make it suitable for dense, heavy consumer and industrial goods moving through multi-leg distribution chains.
EUR 2 - 1200 x 1000 mm
EUR 2, also called the European industrial pallet, shares the same footprint as the North American GMA standard but is built to EPAL specifications. The larger deck area suits oversized cartons, machinery components and raw materials where a wider base is needed to keep the centre of gravity stable.
EUR 3 - 1000 x 1200 mm
EUR 3 has the same surface area as EUR 2 but with the long and short sides swapped. The deck-board layout is optimised for forklift entry from the 1000 mm side, aligning with the rail pitch of automated storage and retrieval systems common in Scandinavian and German distribution centres.
EUR 6 - 800 x 600 mm
EUR 6, the half pallet, is exactly one-quarter of the EUR 1 area. Its compact footprint allows transit through supermarket aisles and placement directly on retail shelves without repacking, cutting labour cost at the point of sale. It is the standard display pallet for fast-moving consumer goods destined for European retail chains.
ISPM 15 phytosanitary treatment and the HT mark
All wooden pallets imported into EU member states must be treated under ISPM 15 to eliminate bark beetles, pinewood nematodes and other invasive organisms that could establish in European forests. Heat treatment (HT) is the accepted method: the entire pallet must reach a core temperature of 56 degrees Celsius for a continuous 30 minutes, verified by calibrated sensors. After treatment, a permanent HT mark is applied to the block.
The HT mark contains four elements: the country code (VN for Vietnam), the producer registration number, the treatment code (HT) and the IPPC wheat-sheaf symbol. A pallet arriving at a EU port of entry without this mark, or with a mark that does not match the producer’s registered code, is subject to immediate treatment at the importer’s cost or destruction of the shipment. The financial exposure is severe: a single container of goods palletised on non-compliant wood can be rejected entirely.
EUR 1 construction standard - the 78-nail rule
Beyond the phytosanitary mark, EPAL imposes precise construction requirements. A standard EUR 1 pallet uses exactly 78 nails arranged in a fixed pattern defined in the EPAL drawing. This number is not approximate: licensed inspectors count nails during audits and reject pallets that deviate.
Additional structural requirements include: chamfered block corners to reduce impact splitting, uniform deck-board thickness so protruding boards cannot damage packaging, and specific wood moisture content limits to prevent warping in transit. Using pallets that lack the EPAL mark or were built to a looser specification introduces hidden cost - rejected loads, repalletising charges and delay penalties that outweigh any saving on the pallet purchase price.

2. Is ISPM 15 heat treatment mandatory for all pallets exported to the EU?
