Wooden pallets used in international trade must meet strict phytosanitary, documentation and dimensional standards before they can cross a border. Key markets - the EU, the United States, Japan and Australia - each add their own layer of requirements on top of the global ISPM 15 baseline. 1. Legal basis for wooden pallet export in Vietnam

Three regulations govern the export of wooden pallets from Vietnam and determine the documentation your business must hold.

Document 07/VBHN-BNNPTNT (2016) - timber legality and traceability

This consolidated document unifies the rules on legal timber dossiers and timber-origin inspection. It requires all organizations and individuals harvesting, transporting, trading or processing timber to hold complete documentation proving the legal origin of the wood. For processed products such as wooden pallets, exporters must prepare a timber inventory table and supporting documents showing the origin chain from forest to finished pallet.

Competent authorities may inspect documentation or carry out physical checks during transport or at processing facilities and warehouses. The full traceability requirement serves two purposes: preventing illegal logging and demonstrating compliance with international legal-timber demands.

Circular 24/2017/TT-BNNPTNT - HS code classification and export prohibitions

This circular provides the official HS code table for wood and timber products in import and export declarations. Its direct impact on pallet exporters:

Circular 27/2018/TT-BNNPTNT - timber management and traceability

This circular strengthens oversight from harvest through processing to export. Businesses must supply complete timber-origin documents - purchase contracts, Forestry Authority confirmation letters and timber inventory tables - proving that all wood used in pallet production was legally sourced. Demonstrated traceability also eases customs clearance because inspectors can verify compliance quickly against standardized records.

2. Wood quality requirements

Regardless of destination market, export wooden pallets must meet the following baseline quality standards:

  • Free of borers, mold and insects - pallets must not carry organisms that could harm cargo or the importing country’s ecosystem.
  • Bark-free - all timber must be de-barked; bark harbors pests and fails phytosanitary inspection.
  • Grade-A new timber only - only new, first-grade wood may be used to ensure structural durability and load integrity.

3. ISPM 15 phytosanitary treatment

ISPM 15 is the international standard for phytosanitary measures applied to wood packaging material in international trade. Two approved treatment methods are recognized.

3.1 Heat Treatment (HT) - the preferred method

Heat treatment heats the core of the wood to a minimum of 56 degrees Celsius and holds that temperature for at least 30 continuous minutes. The process kills all insects, larvae and pathogens inside the timber without leaving any chemical residue.

Steps in the heat-treatment process:

  1. Assembled pallets are stacked in a heat-treatment kiln.
  2. Temperature is raised gradually until the core reaches 56 degrees Celsius.
  3. The core temperature is maintained at 56 degrees Celsius for a minimum of 30 minutes, confirmed by calibrated sensors.
  4. Temperature and time data are logged continuously; the log forms the basis for the HT certificate.

After treatment each pallet is stamped with the IPPC mark including the country code, the registered producer or treatment facility code, and the letters HT. Example: “VN-12345 HT” where VN is the Vietnam country code, 12345 is the facility registration number, and HT identifies heat treatment. The mark allows border inspectors in any ISPM 15 signatory country to confirm compliance at a glance.

Advantages of HT over Methyl Bromide: no chemical residue on the wood, environmentally benign, and not subject to phase-out restrictions.

3.2 Methyl Bromide fumigation (MB)

Methyl Bromide fumigation places pallets in a sealed chamber, introduces MB gas, and maintains contact for 16 to 24 hours. After fumigation the pallets must be aerated to remove toxic residues before handling.

5. Market-specific requirements

5.1 European Union - EPAL/EUR certification

  • EPAL/EUR mark - confirms the pallet meets European Pallet Association quality and dimensional standards. Required for entry into EPAL pallet-pooling systems across Europe.
  • Timber moisture content - must be below 20 to 25 percent to prevent mold forming during transit in enclosed containers.
  • ISPM 15 HT treatment - mandatory; the EU does not accept Methyl Bromide-treated pallets for most goods.

5.2 United States and Australia

  • ISPM 15 certification required - both the IPPC stamp on the pallet and a separate treatment certificate must accompany the shipment.
  • Zero tolerance for live insects and mold - border inspection agencies enforce strict biosecurity; a single live organism can result in the entire consignment being rejected or fumigated at the importer’s expense.

Step 2 - File the phytosanitary declaration

Submit the shipment details through Vietnam’s plant quarantine authority system. This declaration links the treatment certificate to the specific consignment and triggers inspection if required.

Step 3 - Complete customs declaration and document submission

Submit the full electronic customs dossier including all documents listed in Section 6. Present original documents if the customs authority requests physical verification. Correct HS code 4415.2000 and accurate timber-origin records are the two most common points of inspection.

8. Practical notes for exporters

  • Treatment certificate validity - keep original HT certificates for each batch; they are required for fast-track clearance and may be requested by destination-country customs up to 12 months after shipment.
  • Pallet storage before shipment - store treated pallets in a dry, covered area away from soil contact to avoid re-infestation that would invalidate the treatment certificate.
  • Moisture check before loading - verify timber moisture is within spec immediately before container loading, especially for EU-bound shipments where the 20-25 percent limit is strictly enforced at destination.
