ICD Vietnam supplies Xilin hand pallet trucks to the industrial zones of Hai Duong, shipped from its Hanoi warehouse with a 12-month warranty. Since 1 July 2025, Hai Duong has been merged into Hai Phong City, and the former Hai Duong city lies about 57 km east of Hanoi. This guide explains which industrial zones need which type of truck, whether a hand pallet truck needs a safety inspection, and what to ask a supplier before you commit.
1. Hai Duong is now part of Hai Phong City
Resolution 202/2025/QH15, passed by the National Assembly on 12 June 2025, merged the whole area and population of the former Hai Phong City and Hai Duong Province into a new city named Hai Phong. The new government has operated since 1 July 2025 under a two-level model.
Industrial zone names such as Dai An, Phuc Dien or VSIP stay the same, but the old province and district levels no longer appear on new paperwork. When you send a delivery address, write the industrial zone name together with the current commune or ward and the recipient’s phone number, so the carrier can find the right factory gate. This is our recommended habit, not a legal requirement.
2. Industrial zones in Hai Duong and their main industries
Under the Hai Duong provincial plan approved by the Prime Minister, the province is to have 32 industrial zones covering 5,661 ha by 2030, and when the provincial portal published this information, 12 zones were already operating. The table below lists several zones where many factories rent warehouse space and use manual handling equipment. Size and industry data come from industrial real estate directories, not from the industrial zone management boards.
| Industrial zone | Location | Area (ha) | Main industries |
|---|---|---|---|
| Nam Sach | Ai Quoc Ward, Hai Duong city | 62.42 | Garments, rubber, mechanical engineering, agro-forestry processing |
| Dai An | Km 51 on National Road 5, Tu Minh Ward | 135.96 | Mechanical engineering, textiles and garments, consumer goods |
| Phuc Dien | Cam Phuc Commune, Cam Giang district (former) | 82.88 | Mechanical engineering, food processing, textiles and garments |
| VSIP Hai Duong | Cam Dien and Luong Dien communes, Cam Giang district (former) | 183.96 | Electronics, automation, textiles and garments, building materials |
| Lai Vu | Lai Vu Commune, Kim Thanh district (former) | 212.89 | Mechanical assembly, shipbuilding, garments |
| Cong Hoa | Cong Hoa Ward and Van Duc Commune, Chi Linh town (former) | 201.23 | Biotechnology, automotive assembly, garments |
The industry column shows that most factories here move palletised goods inside warehouses and between workshops, exactly where a low-lift hand pallet truck earns its keep. Plants with multi-level racking, such as component or materials stores, need a high-lift hand truck or an electric truck, depending on rack height.

3. Choosing a hand pallet truck by pallet and aisle width
Two specifications decide whether a truck is usable: pallet size and aisle width. We cite three models currently on sale so you can see typical specification ranges, taken from the ICD Vietnam product pages:
The usual way to choose: the fork length should be close to the pallet depth so the truck slides in fully without sticking out, the fork overall width should be smaller than the gap between the two pallet feet openings, and the turning radius should fit the aisle between racks. For a 1,200 mm pallet, models with 1,150 to 1,220 mm forks are the familiar choice. Nylon, PU or rubber wheels depend on your warehouse floor, so ask to test the truck on your own floor before ordering in volume. Reference model: ICD BF-III 2.5 t low-lift hand pallet truck.

4. Does a hand pallet truck need a safety inspection?
A manual pump hand pallet truck without a motor is not on the list of equipment that must be inspected. Item 18 of Appendix II of Circular 36/2019/TT-BLDTBXH only lists “motorised forklifts with a lifting capacity of 1,000 kg or more”, while items 14 and 17 name hoists and hand winches without mentioning hand pallet trucks. The Ministry of Home Affairs also replied on 4 October 2025 that a single-axle forklift does not need inspection under procedure QTKD 17-2016.
5. Buying, renting, instalments and delivery
ICD Vietnam sells Xilin forklifts, offers an instalment programme, rents out forklifts and repairs forklifts. Selling prices, rental rates and instalment terms are quoted per order and not listed in this article. For Hai Duong specifically, we have no warehouse or branch there, so rental availability, where repairs take place (at your warehouse or back at our workshop) and handling time should be confirmed with our staff before you decide.
For delivery, the ICD Vietnam shipping policy (updated 12 August 2025) sets lead times by region, and orders go through a processing step before leaving the warehouse.
Shipping cost is quoted before you confirm the order, and you should check the condition of the packages and sign the delivery note on receipt. Which group Hai Duong falls into will be confirmed when the order is finalised.
6. Five questions to ask any supplier
- Do the specifications on the truck and in the accompanying documents match the capacity, fork length and wheel type you ordered?
- How long is the warranty, under what document, and which parts does it cover?
- Will the supplier issue a VAT invoice and a complete delivery note?
- Who pays for shipping, and can you inspect the truck on site before signing for it?
- When the truck fails, does the maker replace or repair it, is repair done at your warehouse or at the workshop, and how long does it take?
Frequently asked questions
1. Is Hai Duong still a province?
No. Since 1 July 2025, under Resolution 202/2025/QH15, Hai Duong has merged with Hai Phong City to form the city of Hai Phong. Industrial zone names and old place names are still used in daily life.
2. Does ICD Vietnam have a warehouse or branch in Hai Duong?
No. ICD Vietnam ships from its Hanoi warehouse under its shipping policy, and the exact lead time is confirmed when the order is finalised.
3. Does a hand pallet truck used in an industrial zone need an inspection?
A manual pump truck without a motor is not on the inspection list of Circular 36/2019/TT-BLDTBXH. Motorised trucks of 1,000 kg or more fall under item 18, and electric hand pallet trucks in particular should be checked with the inspection body first.
4. How much does it cost to rent or buy a hand pallet truck?
ICD Vietnam quotes per configuration and quantity, so this article gives no prices. Price lists published by sellers differ widely in brand and configuration, and we do not use them as a general reference.
