Why should the side set across the container width not exceed 1,165 mm?

Two pallets with 1100 mm sides placed side by side take up 2,200 mm and so fit; two pallets with 1200 mm sides need 2,400 mm so only one pallet fits in each row, leaving almost half the floor empty.
