- Frequently asked questions about ISPM 15
ISPM 15 (International Standards for Phytosanitary Measures No. 15) is the FAO standard that requires all wood packaging materials used in international trade to be heat-treated or fumigated with Methyl Bromide and marked with the IPPC symbol. Without a valid ISPM 15 mark, wood pallets and crates are rejected or destroyed at customs in more than 180 countries. This guide explains what ISPM 15 is, the two approved treatment methods, which materials are covered or exempt, and how to obtain the fumigation certificate in Vietnam.
What is ISPM 15 certification?
ISPM 15 (International Standards for Phytosanitary Measures No. 15), known in Vietnam as the Phytosanitary Standard ISPM 15, is an international standard issued by the Food and Agriculture Organization of the United Nations (FAO) to reduce the risk of spreading pests and diseases across national borders through wood packaging products. ISPM 15 requires that wood packaging materials (WPM) be treated by heat or chemical fumigation to eliminate pests, and then certified with a specific mark.

What does ISPM 15 treatment involve?
ISPM 15 treatment is the process of treating wood packaging materials to eliminate pests and other harmful agents. There are two approved methods: heat treatment and Methyl Bromide (MB) fumigation.
Heat treatment (HT)
Heat treatment is the process of heating wood packaging materials to a specified temperature for a sufficient duration to completely eliminate pests.
Advantages of heat treatment
- Environmentally safe - produces no toxic waste.
- Does not alter the structure of the wood, preserving durability and material integrity.
- Suitable for a wide range of wood species and dimensions.
Disadvantages of heat treatment
- The process requires significant time and energy.
- Capital investment in heat treatment equipment is high.
- Not always effective against every pest species.
Methyl Bromide fumigation (MB)
Methyl Bromide (MB) is a chemical used in the fumigation of wood packaging materials under ISPM 15. The method involves placing the wood in a sealed chamber and injecting Methyl Bromide gas to eliminate pests.
Advantages of MB fumigation
- Fast and effective treatment process.
- Widely used and proven in its ability to eliminate pests.
- Suitable for situations requiring rapid treatment in a short time.
Disadvantages of MB fumigation
- Methyl Bromide is harmful to the ozone layer and is strictly regulated.
- Can be hazardous to human health if not handled correctly.
- Chemical and operating costs are relatively high.
Other requirements to meet ISPM 15
ISPM 15 requires that wood packaging materials use debarked wood. Under the standard, wood must be fully debarked, with only small remnant bark pieces permitted that do not exceed the specified dimensions. Specifically, remaining bark fragments must be less than 3 cm wide and the total surface area of each piece must not exceed 50 cm2.
In addition, products must carry a clear brand mark and the recognised IPPC symbol. This mark is typically found on the sides and body of wood pallets or wooden crates, and allows easy identification that the product has been treated and complies with ISPM 15.

Who must comply with ISPM 15?
ISPM 15 applies to all organisations, businesses, and individuals involved in the production, export, and use of wood packaging materials in international cargo transport. This includes wood pallet manufacturers, exporters of wood products, and international freight service providers.
Why are wood pallets and wood products required to comply with ISPM 15?
Compliance with ISPM 15 is mandatory for wood products in international transport for several important reasons.
Preventing the spread of pests
Compliance with ISPM 15 prevents the spread of pests and diseases across borders, protecting crops and the environment in the importing country.
Protecting forests and biodiversity
ISPM 15 helps protect forest trees and maintain biodiversity by preventing the introduction of harmful alien pest species.
Ensuring safety in cross-border cargo transport
Cross-border cargo transport demands safety and assurance that no element can harm the environment or human health at the destination country. ISPM 15 meets this requirement through the treatment of wood products.
A phytosanitary defence measure for countries
Countries commonly apply ISPM 15 as a defensive measure to protect domestic agriculture and forestry from harmful agents introduced from abroad.
Reducing economic impact
Compliance with ISPM 15 minimises costs related to rejected, destroyed, or returned shipments due to non-compliance, while keeping international trade flowing smoothly.
Which materials need ISPM 15 and which are exempt?
Materials that require ISPM 15
Wood packaging materials that must comply with ISPM 15 include: wood pallets, wooden crates, wooden boxes, and other wood products used in international transport.
Materials exempt from ISPM 15
Some materials do not require ISPM 15 compliance, including: processed wood products (such as plywood and particle board), manufactured wood composites, and non-wood packaging materials.
The simplest alternative is plastic export pallets. Because plastic is not susceptible to termites, bacteria, or harmful mould, it passes inspection more easily and does not require ISPM 15 compliance.

Identifying a shipment that has passed ISPM 15 inspection
A shipment that has passed ISPM 15 inspection carries a special certification mark that includes the country code, producer registration number, treatment type (HT for heat treatment, MB for Methyl Bromide), and the IPPC wheat-ear symbol. This mark is printed directly on the packaging material and is easy to identify.
The ISPM 15 fumigation certificate
The ISPM 15 fumigation certificate is a document certifying that wood packaging materials have been treated and comply with the requirements of ISPM 15. This certificate is normally issued by plant quarantine authorities and is required for shipments to clear customs in countries that enforce ISPM 15.

Internationally, ISPM 15 fumigation certificates are issued by plant quarantine authorities or organisations authorised by the government. In Vietnam, the certificate is issued by the following bodies:
- Plant Protection Department - Ministry of Agriculture and Rural Development: the authority principally responsible for plant quarantine and issuing ISPM 15 certificates for export shipments.
- Regional plant quarantine units: operating under the Plant Protection Department and authorised to issue ISPM 15 fumigation certificates.
Timeline and process for obtaining the certificate
The time required to obtain an ISPM 15 fumigation certificate typically depends on the quarantine and wood treatment process of the business. In general, the process can take 1 to 3 days, depending on the volume and type of material to be treated.
The process includes the following steps:
- The business registers for quarantine and requests an ISPM 15 fumigation certificate from the plant quarantine authority.
- The quarantine authority inspects the wood packaging materials to confirm they have been treated in accordance with ISPM 15.
- If requirements are met, the authority issues the ISPM 15 fumigation certificate, allowing the business to use it to clear the shipment through customs.
To ensure the process runs smoothly, businesses must prepare all required documents and information, and strictly comply with regulations on the treatment and packaging of wood materials under ISPM 15.
Countries participating in ISPM 15
ISPM 15 has been widely adopted worldwide, with more than 180 countries participating. These countries have agreed to apply ISPM 15 as a measure to protect agriculture and forestry from the introduction of harmful pests through wood packaging materials. Countries complying with ISPM 15 include most major economies such as the United States, Canada, the European Union, Australia, China, Japan, and many others.

When did Vietnam join ISPM 15?
Vietnam officially joined and began applying ISPM 15 in 2005. From that point, Vietnam has required all wood packaging materials used in international trade to comply with ISPM 15. This includes heat treatment or Methyl Bromide fumigation and certification labelling in accordance with international regulations.
How do Vietnamese businesses currently comply?
Today, the majority of manufacturing and exporting businesses in Vietnam that use wood packaging materials are well-informed about and strictly comply with ISPM 15. These businesses have invested in heat treatment systems and built quality control processes to ensure their products meet the requirements of international markets.
However, some challenges remain, such as the capital cost of treatment equipment and training specialist personnel to ensure treatment is carried out to the required standard. To support businesses, the Vietnamese Government and related organisations regularly organise training programmes, workshops, and updates on ISPM 15 to help businesses maintain and improve their competitiveness in international markets.
